FCC Must Decide Merger Without McDowell

FCC Commissioner Robert McDowell, one of three Republican Commissioners at the agency, formally announced yesterday that he will not vote on the AT&T-Bell South merger because of a conflict of interest. Commissioner McDowell, who joined the FCC earlier this year after serving as a SVP for COMPTEL (a trade association representing smaller telcos that oppose the merger), explained his decision and urged the four other Commissioners to "resolve their differences as soon as possible."
